Yes, but it is physically demanding. The train to the top is 100% accessible. From the station to the peak is a $10\text{-minute}$ roll on compacted gravel ($25\text{Hz}$ vibration) with a $10\%$ incline. Power-chairs handle this easily, but manual users will need high torque or assistance. The Hotel Uto Kulm at the top is fully accessible and has a large lift to the viewing terrace.

There is a high-quality PRM restroom inside the 'Hotel Uto Kulm' (accessible via the lobby lift). It is spacious, clean, and complies with Swiss SIA 500 standards ($2.0\text{-meter}$ turning radius).

Taxis cannot drive to the summit. The only way is the S10 train from Zurich HB. However, if you have a special permit, you can be dropped at 'Uetliberg Station' ($47.350300, 8.491400$), which is $600\text{m}$ from the summit.
